OK , but all those addresses are not on rackshack's network right? Those are his IP addresses from the proxy he is using.
I know rackshack, and I know this guy can't have too many IP addresses unless he owns about 40 servers there or something.
Blocking the webserver & domains is the best way to go, not the entire subnet blocking anyone who uses Rackshack over another provider.
Figure out what box he is on and block his ip's...thats all, then it doesnt matter what IP address he uses to submit, as long as you have the domains or his server blocked. Just don't block out everyone else, people doing this are going to loose some quality submitters and cost others money over this 1 person.
