Years ago when I was an NYPD officer (yes it's true...3 years as a cop in Brooklyn housing projects) we got a call of someone who found their neighbor's baby doberman with it's tail halfway hacked off. the people were too cheap to have it clipped by a vet and tried to cut the tail with a butcher knife. We arrested them and turned them over to ASPCA Officers.
