This structure is what has been known since the 1960s as constituting the "shadow government". They are the real power players. Bush was in the know for sure, but he was a bit player who was steamrolled into this thing. He had nothing to do with engineering it. He can barely ties his own shoe laces and that's the way the power players like it.

Desired Result: A state of perpetual war that will last 50 years minimum. It will allow the US to mitigate the effects of "Peak Oil" - the depletion of economically retrievable oil from the last remaining oil reserves on the planet by taking over the middle east and basically stealing whatever oil is left. If the US does not do that, then the US way of life will effectively end within a decade. Of course it's a damned if you do, damed if you don't situation. Because by pilfering most of the oil for ourselves, we will tank the world economy anyway, and that will also cause a massive economic disaster here at home.

The end game is war with China. That will be the "Final Conflict". The aim is to crush the rising Chinese Tiger in the same way Japan was decimated in WWII. Only problem is that China has nukes and over a billion people.
