it does not.... read.
it means dictator, like Pinochet, Idi Amin Dadda, and so on
Terrorists: Kadafi ( now a friend , yesterday a foe ) , Bin Laden, ...
Dictator : abuses his own people ( you should recognize that phrase , lives like a king )
Terrorist: attacks and blow up targets in and out of his country ... does it for religious reasons mainly ( think Ireland )..
