Saddam managed to keep his people under control by killing WAY WAY WAY WAY WAY WAY WAY WAY WAY WAY WAY WAY WAY WAY less of them than what we've killed already.
He gassed what, a few hundred people? We've killed how many civilians so far (by "accident" of course)? I believe the number is in the XX,XXX and the country is still out of control.
Sometimes it takes an animal to keep other animals under control.
