A lot of those "full site" downloaders can emulate IE or Firefox, and also have the option to "ignore htaccess" making it hard to block them out.
One option that might help is to put all of your content in a location with a "simultaneous-downloads cap". (Edit: hmm on second thought, that wouldn't really solve the problem, just slow them down)
