North America is a state. The United States as a whole is a state. California is a state. San Diego is a state. The University of San Diego is a state. The Political Science department at the University of San Diego is a state. An elected group is a legal entity, therefore they too qualify as a state.
Go ask any political science professor and they'll tell you the same thing. I'm not making this up.
