Uh? no, urine is actually sterile. They want you washing your hands mainly for those who take shits as feces is what causes most health related incidents at restaurants. Human urine is almost always sterile, though if you do have a kidney or urinary tract infection urine will contain some bacteria in it. I wouldn't advise drinking it regardless
