the way to deal with the infringer is to notify (in this case ibill) and his webhosting service that they are "contributory infringers" and will be held liable for your losses.
be prepared to have documentation that you own the content. contact the "agent for copyright" for both the webhosting service and the e-commerce service. copy also the infringer with a cease and desist.
you do not need to play games with this---the Digital Millenium act has some teeth in it---and you may not get any $ from the infringer, but you WILL shut down his website(s) if you handle it this way.

a non-USA based host and non-USA based e-commerce won't help you much.
in this case immediately put the heat on IBILL. when you copy the infringer with the cease and desist be sure and copy the language from IBILL's website "agent for copyright infringement claims", so the infringer understands he risks his website going dark.
