Sorry, not true. There are functions within router that experienced network technicians can do, one for cisco im sure of when i played with routers and switches is "Port Storm Control". Many datacenters can stop DDoS. Depends on the knowledge and knowhow of the team that works for them. Most just find it easier to null route out of pure lazyness.
