If you're starting something new - stay with PHP.

Coldfusion costs quite a bit of money and if you're not already used to it I don't see the benefit. On the other hand, if you're a Coldfusion pro, switching to PHP might not be worth the effort of re-learning just to save a few hundred bucks on licencing costs.
