The correct number is 14, out of a total of 128. That means that a rather small percentage of people voted for them. The vast majority of voters therefore did not vote for them. How exactly are those responsible for the relatively few votes Hezbollah got?
The very essence of democracy is that people cannot control what parties others vote for. The voters didn't "allow" Hezbollah to get a foothold in parliament, a minority supported them in the elections, while a large majority did not.
