Cogents network really isn't that bad, its came a long way over the past years.

I would have to agree, however when most people think of tier one they aren't thinking of cogent.

We provide colocation for alot of VoIP providers, us included. Cogent bandwidth is great for VoIP since they have peers everywhere, and you can get alot of bandwidth cheap as we all know.

But for our general dedicated hosting customer, we route 99% on their traffic over our tier 1 providers and use cogent for backup and over flow. We have a full GigE connections with cogent at the Tampa center. And it costs us about 1/3 to price of our GigE connection with Level3.
