Maybe in Canada where people don't steal things. It's funny because you'd actually be surprised how long a car will last with the keys inside of it in New York. I saw a new Honda Civic with the key stuck in the lock sitting on broadway. Everyone looked at it but everyone was probably so afraid it was a bait car to do something. The owner eventually came back and took his keys.
There's a show on Court TV, i think it's called "Caught." They leave expensive items on city streets and put hidden cameras to see who steals them. Most of the time people will stare but not steal. I guess it shows that people are more honest than you think, or maybe afraid of getting caught.
