I was in Puerto Vallarta for Day of the Dead last year. Most people set up shrines for Day of the Dead, so you will see tables with white table cloths, photos of people, offerings like bread and alcohol, etc. At the city hall they had a shrine building contest for all the local schools. Some of the shrines were really neat. Lots of skeletons and skulls. There was a "parade" of sorts but we weren't around for that part of the night.

In general, it's a lot more low key than Halloween is. It isn't a huge tourist thing. They believe that on those nights, the spirits of the dead are present, and so they spend time with their loved ones, usually by going to the graveyard and celebrating.
