If you could ever get a hold of him when he is outside of the US it would be either a coincidence or quite expensive but rest assured, one way or another he will leave a trace wherever he is - it's just a matter of time and if you pick it up 
As for cutting ties... it's not that hard and there are some nice places to move to and disappear on this planet - if he left by plane with his US passport, there has to be a trace - maybe start looking there? Just an idea.

I have a pretty good idea he's living in Western Canada with his gf and child (yeah, weird what people can find). Unfortunately running her name against the skiptracers wouldn't be legal...
