Hellbollah is not and never has been an "international terrorist organization". You logic that most countries are therefore hestitant about declaring them to be under fear of being targetted is absurd.
The US of course has this desire that the world declare Hezbollah as terrorists - it suits their agenda.
The majority of EU governments, together with most other nations do not consider Hezbollah as a terrorist organization. Live with it.
