imo, me posting a pic of my 7 year old son or daughter opening up Christmas gifts is quite a bit different than an underage (albeit only 6 days) girl showing cleavage telling us she's ready to get into the porn business.
Just suppose they let that go. Then someone posts someone a month underage. They let that go. Then someone posts 2 months underage.....
Where do they draw the line? The easiest place is at the age of 18.
Why the person would actually SAY she's underage is beyond me. Who'd have known the difference? (Not meant to give anyone any ideas. I'm just saying).
