You can't send money directly to paypal. You can send it to your bank account and then to paypal
Personal accounts have a .25 per transaction fee up to 5 per day, I think, then $1 after that. Business accounts are $2 per transaction.
If it is a large sum your dealing with and/or you'll be paying many affiliates or people, get a business account. You'll have to have the ability to wire the funds into the account. Loading is $5 per $100 for personal. Business accounts are less overall. Also the ATM limits/transactions are much higher.
The ccbill process was easier in my opinion than epass as well. Keep in mind they are not so much for the same purpose. I have no idea why epassporte had some of the nitpicking requirements, but they do.
