Loads of ISPs block relaying. Allowing relaying opens them up to all kinds of abuse. Many ISPs will offer packages where you can relay, however.
Honestly though, I work for an ISP and I've never had a customer give me half-decent reason as to why they would need to use their own SMTP servers.
