I would ask through your network of contacts and see who they recommend. If you don't have any acquaintances who could help in this regard, only then would I go outside and seek help on the job sites. The best people in any field don't have to advertise, because their existing customers brag for them (and they are usually pretty busy as a result).

Also, programming is a pretty big field, so you may need to specify what you're after. Platform (eg Windows, Linux, etc), Language, and other constraints often divide programmers into specific niches, so you might need to be more specific.
