If the content/dvds/toys are being shipped, there is no minimum, and usually a one day setup for the merchant account. If the content is downloadable, it is considered high risk and are sublject to the high risk registration fees and volume requirements.
We work with dozens of shopping cart systems including OScommerce, X-cart, Mansions new cart system plus many more and have our own free cart as well.
