If you have an EU passport, no visa is needed and you can stay of 90 days. If you want to stay longer than 90 days, there are two options, - get an extension, but can also, eg, visit Panama or any surrounding country for a minimum of 72 hours and enter Costa Rica again for another 90 days etc.
Prices are very cheap in comparison to the EU

You know, I went to the immigration office, before my residency was filed, and tried to extend my 90 day vistors visa. They told me I couldn't extend my visa because it was already the maximum length granted. Kinda sucked.
