Yep... There have been prosecutions and convictions in other countries over this specific issue.
This stuff is not new - it has been going on for decades, particularly in 3rd world countries which have been, among other things, a testing ground. It's worth trying a few Google searches - kinda revealing.
Check out the background to the 1998 bombing of a pharmaceutical factory in Sudan - allegedly mistaken for a bio-chem lab, but actually the only modern pharmaceutical production unit in Africa and with a market expanding well into Asia. There was an alleged connection with bin Laden and he was the purported target - but, odd that the same bin Laden was never intercepted since 1998, despite being on a US wanted list and having contact with US officials, least up till mid 2001. Strange there was a desire to bomb the shit out of him in 1998 and hit his alleged "bio-chem" lab.
