Well, I will explain to you the basic.
You must win the game, not just innings ...
So to win in Iraq, the USA would have to succeed in beating the army ( done ) , rallying the population ( not done ) and controlling the country and it's assets ( not done )...
In fact, as time goes by, the USA is loosing ground in Iraq ... To cover it up, like in Vietnam, they come up with : we are transferring control to local authorities ... sure ...
Now, this is not just for the USA, all conquerors at one point lost control and fell back to lower than were they started from ;
- Egyptian dynasty
- Greek Empire
- Ottoman Empire
- Roman Empire
- French Empire
- Spain
and more recently the Brits, the French again and the Germans
So If you considered the USA ( btw I tought it was a huge coalition of willings ...
) won , then you left before the end of the game ....
