Government does more for parks, monuments, education, libraries, medical research, and tons of other public good than charities or tax-cuts for the rich ever have or will. There's tons of examples. I've only met a few millionaires in my life--but in general I'd say that their wealth came from a combination of work, luck, educational advantage, and they found a way to "get in front of the money" basically. That's not including the fortunes that comes from criminal shit or ripping off public resources--which is more common than a lot of people want to believe. There's this idea floated around that the wealthy are virtuous, beneficent and more trustworthy than big, bad government. I don't buy that at all.
Anyways, a long discussion that could go on forever. Back to the original topic: yeah, "welfare" is a code word for black folks. It's all about scaring middle-class, suburban swing voters into voting for the right-wing. That way they can pass more tax cuts for the rich, reduce regulation of white-collar crime, and other BS methods of screwing the public. Reagonomics is and always has been a swindle--government spending never really goes down...it just stops going to people who need it the most.
