The government in conjunction with working class people and college students fuel all of it.
Even if the wealthy were solely the ones responsible for the charities and museums, wouldn't you agree they're obligated to? Considering the tax breaks they get and the inordinate amount of money that they earn which they couldn't find ways to spend in a 100 years. Shame and guilt alone should tell them to.
And from what has come to light in the worldcom and enron scandals, we can argue that many wealthy people didn't even earn their wealth. In a sense they're the largest welfare recipients.
