Honestly there are a ton of really good designers out there. I work in conjunction with people frequently (Like AEOLN) because some of the newer guys have really fresh ideas and then I add my process to it so I can make the guarantee and yadda yadda...
Point being I'd have to say I personally choose sub-contractors based on fresh minds applying age old techniques, guys that don't get freaked out over edits and just some good old fashioned honesty. =]
