Only if you don't know how to use it right, if you bother to learn how it works and functions, it is one of the best systems out there. Stick about 512K of DRD RAM on it, and it smokes anything out there. Including Macs new OS, whatever. RAM is so dirt cheap right now, it is no big deal.
I like open source stuff, too especialy slackware...but there just isn't enough software to support all the I want to do, yet.
On the other hand, if you like 98, you have to out of your mind, it isn't even an OS...it's a DOS interface that crashes because it can't run programs independently of one another.
I don't work for MS and don't even like MS, I like stuff that works well...XP is the only system since NT they have come up with that is worth two cents, with the exception of MS EXchange, which is just plain a kick ass email server. Sure beats send-mail on Unix, which is a pain in the ass.
Note: NT is only great as a LAN server, not a webserver, it is a disaster in that capacity.
