Your Ibill rep did not know what the hell he is talking about. THe rules are simple, without a signature on a sales draft, the customer will ALWAYS win a dispute. All merchants with their own merchant account have their company name on the descriptor and the card issuing bank (the bank who issues the credit csard to the customer) does not care about the merchant. THey care about making their customer happy. THey have no acces to the Visa database of registered URLs to do any type of site comparison either.
