Did you beat the crap out of the parents for not watching her?
I see near drownings almost every time I go to a public pool. The last time a couple days ago a lifeguard rescued a girl about 1 1/2 and the Mom came up to them about two minutes later with a "it's no big deal, no harm done" look on her face. The time before that the lifeguard took several minutes trying to find the Mom after he pulled a kid from under the water
Bottom line, if your kid can't swim you need to be in the water with them watching them every second.
