I personally dont think they are fixed , I just think they are a dumb way to "advertise".
Give all your money to one idiot who sent you a couple sales, so you can create a "buzz" for your program, and try to attract other idiots who sole purpose is to win a prize, and then not give your top 100 producing affiliates .001% of what you gave joe noob.... brillant business model, and these fools think it works.
