No country in the western world (and slim chance of elsewhere) has a crime stat near 10%.
You'd need to do some research on this over countries Splum.. but just asked a law person who knows of one country well and that is miles out from what is known by law enforcement in that country - they'd have a severe jail accomodation problem if that was the case
Other bits apparently are.. some areas count each "offense", others count multiple instances of the same offense multiple times and there are also regional variations on the recording of crime. Some nations don't include offenses committed by "minors", others do etc. There are also geo differences in reporting of crime - ie some folks regard stuff as petty and don't bother reporting it. It really needs a good bit of work to extract comparable international stats.
The US stats alone really need qualifying and come from the FBI's Uniform Crime Report and the National Crime Victimization Survey (Bureau of Justice Stats).
One thing that is known is that South Africa has a crime rate above almost all other countries.
