It's legal, but I wouldn't be happy about it. 16 is an age where she can pretty much do whatever she wants, atleast in finland. Move out of home, parents no longer have responsibility over 'kids' of 16.
I'm also not happy about many other things that are legal.
Would you be happy if your 18 year old son would bang another 18 year old guy?
