The US has about a million to one advantage over NK in WMD terms. The more NK works on Nuclear Bombs and Long Range Missiles the lower that advantage is. Its in the best interests of the US to keep the advantage, hence the whining and complaining from them and their client states. What the US doesnt want is a NK that can viably threaten Japan or some US cities with Nuclear Attack, as then it can prevent the US from being able to dominate NK by conventional means. For example Iraq wouldnt have been invaded if it had a viable nuclear deterrent.
From NKs perspective this is worth everything. If they can persuade the US that the threat is credible, then they are almost free from the risk of physical attack by the US. This is partly the US's fault, of course, by dominating countries without credible deterrent methodologies they are encouraging other countries to create WMDs to ensure their own safety.
From the US's point of view this is more spin/propaganda. They are attempting to persuade the world that NK shouldnt have nukes or missiles, as ownership of these weapons is 'provocative', while of course owning the largest and most effective arsenal of WMDs of their own. They do this by trying to persuade the world that their ownership if thousands of missiles/nukes is the status quo and acceptable, while NKs owning another 2 or 3 tips the world balance.
Given that, NK does have a somewhat kooky leadership and I dont trust em'. But they have the right to defend themselves.
