Imo I'd create a premium avs site for testing/tweeking then progress it into a small paysite.
As others have mentioned above most AVS sites have stricter rules about the amount of offsite links you can use. Also factoring in if they allow exit/popunder marketing, you can start to see the advantages of a paysite.
