Something is around for 4 years doesnt mean it is not a made up fee. It just doesnt make sense for a site/account to pay same fee and do same "registration" for visa over and over. thats all i am saying.

So if you go see a movie at a theater, then decide you want to see the same movie at another theater, you don't have to pay again, because you already paid once at the other theater?
