OK, it is per account. If you have more then 1 site, you dont pay each time.
Something is around for 4 years doesnt mean it is not a made up fee. It just doesnt make sense for a site/account to pay same fee and do same "registration" for visa over and over. thats all i am saying.

First of all, the fee isn't per site. Second, if you process with 3 different processors, then Visa requires you to register with all three. It's not a made up fee. It's been around for nearly 4 years.
