I don't contact anyone via MySpace unless I know them / hang out with them in real life, yet I'm getting tons of friend requests. You don't have to do a search to get this shit, it comes to you, without you joining a list of any sort.
You hit the nail on the head when you said "or webmasters set up fake profiles to solicit new members". That's exactly what is happening, without any sort of filtering to ensure that the ones who are spammed are not underage.
