Wasn't the white van theory thrown out a while ago anyway?
If this guy wasn't the shooter, the real shooter has two options: 1) continue killing to drive the country absolutely crazy, or 2) stop killing and walk away free.
Depending on his motives, those are two interesting and possible options.
