They can and only promote abstinence and nothing else. Sort of all or nothing. They also have a rash tendency to teach assorted falsehoods along with the abstinence only program. So not only do they tell the kids that either you don't do it or you could die, they do not bother to say if you do do it you should use a condom. Oh yeah according to most abstinence programs condoms do not work and do not prevent transmission of stds.

Also they are not just teaching this crap to 10-14 year olds, it runs the gamut. If you want any federal funding at all you must teach abstinence only. There is no safe sex or safer sex to them, until your married that is. Then you use other methods like pulling out.

Then to really cap it off, studies show that those that took virginity pledges had a higher rate of catching stds and also having more sex without a condom.
