I got the same lens myself, shot content with it and I am pretty satisfied - wouldn't say IS is a waste of money.
But you're right about the 70-200 - it's fine when you're shooting outdoor and can get some distance, but it's pretty much useless for everything indoors. Get a 24-70 or something like that, maybe even a 17-35 if you can keep an eye on the distortion.
If you want a "cheap" high quality lens you could also give the 50 mm 1.4 USM a shot. You have to move around a lot because of it's fixed focal length, but you can get great pictures for US $300 or so (way more expensive over here).
