ok heres how its done
i found this on a thread here a month or so ago...
in photoshop:
adjust brightness and contrast:
+ 15 - 20
filter | smart blur | :
radius between 1 and 3
threshold between 10 and 30
quality low
mode normal
duplicate later.
select new, duplicate layer.
filter | gaussian blur:
radius = 5
change layer mode: soft light
adjust opacity as needed.
work with the numbers a little.
