That's ashame. Income does play a big part of the whole thing. I remember having to provide the previous 5 yrs' tax records plus proof of annual income with one of the forms I had to fill out. It had a preselected annual income requirement that I had to prove I had met and/or exceeded to show I could support a spouse solely on my own income.

With her husband having been out of work for 9 months last year, I guess he didn't meet the requirement. She's trying to get approved based on an American spouse so it's up to him, as the American, to prove to INS that he can support her on his income, not that she can support herself. Hopefully they understand the situation he was in with the broken legs and the inability to work because of it and approve it. I wish her a lot of luck.
