Yes it can fool the surfer, but most often it has to be really good to fool them over a long course of time. Here is one of the all time classic gfy threads where a very simple bot managed to befuddle a gfy regular.

One of the best bots I've seen recently is on the Mayorsmoney tours. For example, go to
www.katyoung.com and scroll down and click the "live webcam" link and enter your name. Its a geo targeted bot that asks you questions based on where your ip is located and combines it with looping cam footage to give the surfer a very convincing feeling of chatting with the sites model.
