I've only been down here for a couple days but I've done some research and heard some testimonials.
- Escazu and Santa Ana are the "nicest" neighborhoods (most expensive, most white people).
- Where I am now, San Pedro/Sabanilla is really decent. It's relatively safe and close to Escazu with a lot of... well... everything you need.
That's in the San Jose area. For beach area, I just know that Jaco has the most whores. Hope this helps!
