Very slim when it comes to HIV. Very large when it comes to chlamydia, etc. And remember, if a hooker will blow you without a condom, she has blown hundreds of guys without a condom, so she is very likely to be infected with one or more STDs.

Very small. Only 187k people. It takes you about an hour to explore the entire city center. Some good bars, though, which don't close til 8am. Also, not just one, but 2 red light districts (streets).
