What is the best script to build a free sites directory?

I need the following:

1. Automatic reciprocal link checker. It would have to check every few days or so and dump sites that removed reciprocal links.

2. Can list hard links without any scripted linking codes.

3. Can track hits and clicks IN without any scripted linking codes.
