Not totally insane. Smarter that those shooting with just the PCR-DNA test, a test that should NOT be the only test used for screening HIV. Do your homework on it.

Tests are not 100% reliable, and especially with medication false negatives are not that uncommon - something I guess you found out just now. In the west, the relatively low occurrence of HIV combined with the relative reliability of tests gives a pretty good degree of safety. With groups with a high infection rate, however, the reliability of tests is too low to be on the safe side, especially considering that the PCR test was developed for the non-C-clade virus, while the C-clade virus dominates in a number of developing countries with high prevalence of HIV.
Personally, I wouldn't fuck anyone from a risk group without a condom before having her take an ELISA, a Western Blot, a PCR and a CD4 - preferably all at least twice
