Not exactly.... this would give Biggy the opportunity to write an apology where Mayor was bowing & scraping, and it was a pretty fucking generous offer since biggy DIDN'T ACCEPT THE FIRST ONE!
Its not as if Mayor is simply telling Biggy to write it himself, without having already apologized & more than once.
